While clouds can reduce UV intensity, they don’t block it completely—so chlorine is still broken down by sunlight, even when it’s overcast. UV light (especially UV-B) causes chlorine to degrade through a process called photolysis, which means unstabilized chlorine can disappear quickly—sometimes within hours.
